The first meeting of the Cabernet Neighborhood Watch Committee was held on November 8, 2022 at 6:00 p.m. in the Raleys meeting room. Altogether, there were 15 people in attendance from our community in Cabernet Highlands.
Officer Andelin from Reno Police Department was on hand to offer assistance and advice on how best to proceed with forming and maintaining a neighborhood watch committee. He spoke with the attendees, querying their concerns. Many of the issues centered around car burglary and speeders.
Also present was Reno City Councilperson Bonnie Weber. Ms. Weber Hosted a meeting at Alice Smith School several weeks ago to promote Neighborhood Watch groups throughout Ward 4. She is committed to community outreach programs and has been instrumental in several improvements in the North Valleys.
Overall, the crime rate in our neighborhood has been typically very low. However, as the North Valleys continue to grow, the goal of the Neighborhood Watch group is to ensure the security of all our neighbors. Neighborhood Watch programs through, “Neighbors helping Neighbors” ensures the peaceful enjoyment of our homes and families.
The outcome of the first meeting was to establish a series of ongoing meetings to assist with teaching our neighbors better ways to ensure safety for their families and property; to encourage greater participation from more people; to provide communication resources through web page, email, and phone trees that inform people in our community; and to request from local agencies solutions to reduce traffic problems and crime going far into the future.
Officer Andelin spoke on the importance of reporting issues to our community leaders through local agencies.

Other sources of neighborhood information were discussed. Some suggestions were to attend the Neighborhood Advisory Board meetings held on the third Thursday of each month. Pat called the meeting to order with a discussion on issues that many in our community are concerned about. One of the big concerns being the number of vehicles with no regard to traffic rules. Some of the drivers who are speeding and driving carelessly are members of this community, but many are taking shortcuts through the neighborhood. It was pointed out the only way to get any action is to complain.
The Reno Police Department is responsible for this neighborhood and the adjacent neighborhoods. But this community is far away from the core of the city where most of the problems occur so little attention is paid to our community. Pat agreed he would reach out and request the mobile radar cart again. He also suggested that if you see these speeders, take down as many details as possible and report it through Reno Direct 775 334-4636or RenoDirect@Reno.Gov . By reporting we should get more action from the police.
It was also decided that the group could inquire about having traffic calming devices put in place to slow cars down. This project will be reported on further at a later date.
Bonnie suggested that we start collecting information from our residents on the infractions they see. That may give us more details to share with law enforcement. Pat and Ray will be designing something on the website https://www.cabernetwatch.org/
The remainder of the meeting was an open forum discussion on ideas and goals for the future of the neighborhood watch group. Many suggestions will be followed in future meetings to see what interests the residents.

Hold an event later in the year in conjunction with National Neighborhood Watch Nite Out. An event highlighting the neighborhood watch group and introducing our neighbors to each other to further safety and a sense of community.
Holding a “Block Party” to spread the word.
Asking one of the CERT trainers to guest speak at a future meeting.

Greetings,
Pat Shea opened the meeting with discussion ideas presented to those present as to the progress of our group in developing a Website https://www.cabernetwatch.org/ and a Facebook page (still in development).
Topics included regular meetings asking how often and what dates and times were best. Some recommendations included a bi-monthly meeting and perhaps holding events that would encourage neighbors to get involved and to meet others in the community.
Our guest speaker was Teresa Aquila, Washoe County Sheriff Deputy who presented the second half of her program entitled "How to be a Good Witness”. The task was to see an image for 5 seconds of a crime in progress and then to recall details of what you saw. The group really had fun with the exercise. The way Teresa presents the material is always interesting and enjoyable.
Our second guest was Officer Wei, Reno Police Department, who added lots of great content to the evening. He reported on crime in our area from the last 28 days stating that there was a battery on Newport Lane and a vehicle theft. Also in Riley heights a battery, property destruction and other. A battery occurred outside Raleys on North Hills. An arrest on Buck and Lemon and Destruction of property at Walmart. No report of crime within Cabernet. He noted that if you witness crime it needs to be reported
Pat Shea reported that he had registered our group with the National Neighborhood Watch organization. Membership in this organization gives us access to training materials and resources to assist with developing good training strategies for our group. The members of our neighborhood Watch group are eligible to receive all of the information by joining and paying annual dues of $22. The National Neighborhood Watch application is on page 2. Pat Shea opened the meeting at 6:00 p.m.
Pat Shea has been working with Reno Police Department to request a Radar Trailer be placed in our neighborhood to curtail some of the speeders on our streets. RPD will be placing the trailer as it is available and leaving it for approximately one week.
Teresa Aquila, WSCO
Guest Speaker Teresa Aquila, Washoe County Sheriff Deputy, spoke about the success of neighborhood watch groups and the importance of including as many neighbors as possible. Her own neighborhood has proven very successful in monitoring and supporting their neighbors by being ever vigilant and reporting suspicious activity immediately. She showed a brief video on how the 911 call center works and described some of the different tools and resources utilized to serve the community more efficiently.
Guest Speaker Nena Steele, Washoe County Dispatch Specialist, described how the dispatchers work in teams to locate and respond to emergencies gathering detailed information about the incident and relaying that information to the appropriate responder.
Several items were discussed pertaining to the forming of the Cabernet Highlands Neighborhood Watch Group. Discussions followed on ways to proceed with plans to involve the entire 387 homes including;
Forming volunteers who will act as team leaders (block captains) methods of communication in the event of an emergency. Telephone trees utilizing block leaders and text and email messages were considered as good forms of communication. Some present felt that the phone tree wouldn’t work because most people will not answer if the number displayed is not known to them. Text messages tend to get more immediate attention with email being the slowest form of communication.
The importance of reporting. If you see something, call and report it even after the fact. Remember 911 is only for emergencies but you can report by calling Reno Direct at 775 334-2121 or go online to https://www.reno.gov/community/reno-direct/report-an-issue or you can file a report with Reno Police Department at https://renopd.com/report
Additionally, lost animals wandering our neighborhoods are in great danger from predation. If you see a lost pet you can report that by calling Nevada Humane at (775) 322-3647
Cabernet Highlands Neighborhood Watch Group will be forming a Facebook page that will be limited to just this subdivision. Check the website https://www.cabernetwatch.org/ for more information coming soon.
Next meeting of the Cabernet Neighborhood Watch is tentatively scheduled for January 16, 2023 at 6:00 p.m. in the Raley’s meeting room on North Hills Blvd. The meeting is scheduled for one hour. Check the website for further information and future dates.
