The first meeting of the Cabernet Neighborhood Watch Committee was held on November 8, 2022 at 6:00 p.m. in the Raleys meeting room. Altogether, there were 15 people in attendance from our community in Cabernet Highlands.
Officer Andelin from Reno Police Department was on hand to offer assistance and advice on how best to proceed with forming and maintaining a neighborhood watch committee. He spoke with the attendees, querying their concerns. Many of the issues centered around car burglary and speeders.
Also present was Reno City Councilperson Bonnie Weber. Ms. Weber Hosted a meeting at Alice Smith School several weeks ago to promote Neighborhood Watch groups throughout Ward 4. She is committed to community outreach programs and has been instrumental in several improvements in the North Valleys.
Overall, the crime rate in our neighborhood has been typically very low. However, as the North Valleys continue to grow, the goal of the Neighborhood Watch group is to ensure the security of all our neighbors. Neighborhood Watch programs through, “Neighbors helping Neighbors” ensures the peaceful enjoyment of our homes and families.
The outcome of the first meeting was to establish a series of ongoing meetings to assist with teaching our neighbors better ways to ensure safety for their families and property; to encourage greater participation from more people; to provide communication resources through web page, email, and phone trees that inform people in our community; and to request from local agencies solutions to reduce traffic problems and crime going far into the future.
Officer Andelin spoke on the importance of reporting issues to our community leaders through local agencies.

Crime Watch
Officer Wen Wei attended our February 17 meeting representing Reno PD. He presented a crime statistics of crimes in Cabernet Highlands and the surrounding area.
Cabernet Highlands is a very small area to garner much in the way of statistic. Only one or two calls to 911 in the past 28 days.
Officer Wei expanded the search to include Lemmon Valley, Golden Valley, Raleigh Heights, and West side of North Virginia St.
The image shows graphic representation the resulting statistics in and about our area for the last 28 days.
3 Grand Theft Auto
2 Simple Assault
1 Residential Burglary
2 Aggravated Assault
The graphs on the left and center provide a pattern of the time frame when crimes occur. I was surprised to find the majority occur during daylight hours in our area. This is a very small sample of statistics, and thus, very hard to draw any workable conclusions.
Traffic Speeding
The image indicates that a request for the Reno PD Radar Trailer was posted with Reno Direct…
During our first meeting, calming traffic speed on Rutherford Dr. and Souverain Ln. was identified as a priority for our fledgling Neighborhood Watch.
The image indicates that a request for the Reno PD Radar Trailer was posted with Reno direct on November 11 to address Speeding.
Lt. Conley coordinated the placement of the trailer in Mid December. The trailer was in place for about a month until January 15.
The top box in the image shows the resulting deployment of Officer Coombe of the traffic division on February 10 . On that day, in just 2 hours, officer Coombe conducted 6 traffic stops and issued citations on Rutherford Dr. A follow-up on February 16 for a similar time period resulted in no traffic stops, and no citations issued.
Casual observation indicates that our focus on speeding is beginning to take effect. The trailer was an obvious signal to drivers that some one was beginning to take speeding seriously. The Reno PD Traffic Div. Enforcement drove the point home. Traffic speed has been mildly reduced. Our neighbors are paying better attention to the speed limit in the community.
I don’t believe for one minute that this is the end of the problem. Reno PD Traffic Sgt Bradford told me that Rutherford and Souverain will be on the watch list, but not their highest priority.
We, as a community, need to continue our project to find ways of reminding drivers that we are serious about reducing the speed on our streets.
February 17 Meeting Minutes
Cabernet Highlands Neighborhood Watch Group
Meeting February 17, 2023
Raley’s meeting room at 6:00 pm
Greetings,
Pat Shea opened the meeting with discussion ideas presented to those present as to the progress of our group in developing a Website https://www.cabernetwatch.org/ and a Facebook page (still in development).
Topics included regular meetings asking how often and what dates and times were best. Some recommendations included a bi-monthly meeting and perhaps holding events that would encourage neighbors to get involved and to meet others in the community.
Our guest speaker was Teresa Aquila, Washoe County Sheriff Deputy who presented the second half of her program entitled "How to be a Good Witness”. The task was to see an image for 5 seconds of a crime in progress and then to recall details of what you saw. The group really had fun with the exercise. The way Teresa presents the material is always interesting and enjoyable.
Pat Shea reported that he had registered our group with the National Neighborhood Watch organization. Membership in this organization gives us access to training materials and resources to assist with developing good training strategies for our group.
